#CSpect V2.12.24

Another quick addition/fix for some devs.

#CSpect V2.12.24 changes
  • Lower border colour fixed (I think)
  • Added some wait states to slow down 28Mhz mode to more closely match the real machine

    "Lower border colour fixed (I think)" - doesn't seem like it to me. Still different to the hardware.
